Welcome to the Open, Distance, Drop-in and e-Learning Funding Model Website.

 

This website was set up as part of a Welsh Assembly Government funded Research Study aimed at creating definitions for funding purposes of open, distance, drop-in and e-learning in the post-16 education sector (excluding HE) in Wales.


The aim of the Study was to establish a well defined, yet adaptable definition of open, distance, drop-in and e-learning to be applied under the National Planning and Funding System (NPFS); identify the true costs associated with the delivery of these types of provision; and make recommendations for different levels of funding appropriate to this type of delivery.


The study took place over the nine months from January 2009 - September 2009. It was carried out by the educational consultancy company e-College.ac Ltd on behalf of the Welsh Assembly Government. The primary researcher and project manager was Professor Tony Toole who worked with an advisory group of key stakeholders representing this type of provision in Wales.

 

There were four phases to the project. An initial desk research exercise scoped the project and identify all relevant sources of information. The key outcome of this phase was the identification of distance learning as the main focus of the work, and a plan for the inclusion of open, drop-in and e-learning as components in course design and delivery. The second phase was the creation of a definition of distance education that could be used to identify costs comparative to face-to-face learning. Case studies were created to illustrate current implementation. The third phase was a true cost analysis of the delivery of each type of provision. The final phase was the proposal of a funding model that is representative of the true costs of delivery and embodies the principles of transparency, equity and cost-effectiveness required for inclusion in the NPFS.

 

The stakeholder group was consulted at each stage and has been invited to test the emerging model against their delivery resource requirements. This website will continue to be used to host all working documents and provide a forum for discussion and communications.
